On 7 October 2025, CIPA submitted its response to the UK Intellectual Property Office’s consultation on Standard Essential Patents (SEPs).
CIPA is supportive of the IPO’s SEP policy objectives of (1) helping implementers, especially Small and Medium-sized enterprises (SMEs), navigate and better understand the SEP ecosystem; (2) improving transparency and (3) achieving greater efficiency in dispute resolution. We also endorse the Government and IPO’s mission to drive economic growth by accelerating innovation and productivity through world-class science and development, supported by an IP system that fosters investment in innovation and creativity.
As we move into the future, SEPs and knowledge of SEPs are and will become increasingly important to global innovation. CIPA therefore requests that the UK government continue to engage with users of the IPR system, including the CIPA, and international stakeholders. CIPA members remain committed to constructive dialogue on these important issues. Drawing upon our members’ collective expertise, CIPA looks forward to working with the IPO to help shape a SEP framework that serves the interests of UK innovation and competitiveness.
