There has been substantial and tangible progress in developing structured vocational entry routes into the IP professions, particularly through the introduction of dedicated apprenticeship pathways for both patent attorneys and paralegals.
These apprenticeships represent a significant evolution towards more accessible, work-based learning routes and build on existing CIPA-led training frameworks, such as the long-established Introductory Patent Paralegal Course, which has trained hundreds of professionals across the UK.
The Patent Scientist/Patent Engineer Level 6 Degree Apprenticeship marks a major milestone, reflecting close collaboration between CIPA, industry stakeholders and Skills England. Bobby Mukherjee first proposed apprenticeship pathways for IP Paralegals and Patent Attorneys in January 2024 and has continued to lead the overall project. He has driven forward the Patent Scientist/Patent Engineer pathway as Chair of its Trailblazer Group. Its approval in 2025 demonstrates strong institutional backing and is intended to provide a structured alternative to the traditional graduate entry route, with a planned launch in 2027.
In parallel, the IP Paralegal Level 3 Apprenticeship is progressing well under the leadership of Annemarie Parsons, aligning with CIPA’s broader commitment to professionalising and standardising paralegal training. Demand for paralegal training already exceeds capacity in existing courses, underscoring the need for scalable pathways.
Together, these initiatives are expected to widen access, enhance social mobility, and diversify the talent pipeline, supported by apprenticeship levy funding and employer engagement.
